Water’s hiring problem isn’t the ageing workforce. It’s that there’s no way in.

Almost every account of the water workforce opens with retirements and median ages. That is a symptom, not a cause. The structural problem is that water operations has no trade-equivalent apprenticeship, the kind of recognised entry pathway that funnels school leavers into electrical, plumbing and mechanical work. Nationally recognised qualifications and funded traineeships do exist. Trade status, with its funding treatment, portability and public standing, does not. Four sector bodies have now formally asked the Commonwealth to fund a feasibility study into changing that.

Why does everyone lead with the ageing workforce?

Because the numbers are real, and because they are easy to report.

New South Wales ran its first Workforce Composition Survey of local water utilities in 2024. It found 33% of the workforce aged over 50, drawn from the 59% of the state’s 93 local water utilities that responded. Those two numbers get mixed up in circulation. The 33% is the age profile. The 59% is how many utilities answered the survey.

Queensland shows the same shape with more granularity. Across regional utilities, the share of water operators aged 21 to 30 fell from 18% in 2016 to 11% in 2024, while the 51 to 60 bracket held steady at around 24%. South East Queensland moved the other way, lifting its 31 to 40 cohort from 15% to 24% over the same period and cutting its 51 to 60 share from 38% to 20%.

So the regional problem is not really that people are getting older. It is that nobody is arriving.

Which is the point. You cannot age out of a workforce you were never able to age into.

Does water actually have a training pathway?

Yes, and this distinction carries the whole argument, so it is worth getting exactly right.

The National Water Training Package contains four nationally recognised qualifications: Certificate II, Certificate III and Certificate IV in Water Industry Operations, and the Diploma of Water Industry Operations. Between them they draw on 169 units of competency. Traineeships are funded and actively supported, and NSW published a traineeship hanedbook for local water utilities in July 2025. There is also a national operator certification framework, with the Water Industry Operations Association of Australia (WIOA) acting as a certifying body.

The sector is neither untrained nor unqualified. Anyone claiming water has no training pathway is simply wrong.

Two things muddy this, and both are worth knowing before you use the word apprenticeship in a board paper.

The first is terminology. In Australia, ‘Australian Apprenticeships’ is an umbrella term covering both apprenticeships and traineeships. You will see Certificate III in Water Industry Operations listed under an apprenticeship or traineeship pathway on funding and training provider websites. It sits on the traineeship side of that line.

The second is that councils genuinely do employ apprentices in their water businesses. Those apprenticeships are electrical, instrumentation, mechanical fitting and plumbing. The apprentice becomes a tradesperson who happens to work on water assets. The person running the treatment plant is on a separate and less recognised track.

What is absent is a trade-equivalent apprenticeship for water operations itself. That gap is narrower than it sounds, and it does four things:

  • Funding treatment. Apprenticeships attract different incentive structures, subsidy rules and employer support than traineeships do.
  • Portability. A trade qualification travels between employers and states with a status the market recognises instantly. Certificate III in Water Industry Operations does not carry the same signal outside the sector.
  • Funded scope. The current Certificate III requires 11 units. QLD Water’s position is that this no longer covers what the job demands, and it has proposed a 21-unit model taking in map reading, confined space work and workplace health and safety.
  • Recognition. A trade label tells a 17-year-old, and their parents, that this is a career. A traineeship in an industry most people never think about does not.

There is a live consequence. Queensland utilities are increasingly filling network and treatment roles with licensed plumbers and drainers instead, with the ‘other qualifications’ category rising 4% between the 2022 and 2024 surveys. That is a rational response to the pathways available. Where face-to-face training is thin on the ground, the qualification you can actually access locally wins over the one that fits the role best.

What does the job actually involve?

In regional and remote communities, an operator is not doing one narrow task.

The Queensland data puts numbers on it. Of 41 regional respondents, 34 reported operators working across multiple functions. Their time splits roughly across water treatment (35%), wastewater (25%), networks (18%), plumbing (16%) and dam operators (6%). One person, one shift, five disciplines, and a direct line of accountability for drinking water safety in their community.

That is the argumnet for trade-equivalence, and it is a reasonable one. The complexity and public-health exposure already match a trade. Only the recognition is missing.

The training system reflects the mismatch. Micro-credentials and short courses have taken off, with more than 3,500 enrolments across the Queensland sector, largely in areas like confined space, safety cards and SCADA. Utilities are funding practical capability outside the formal qualification because the formal qualification does not stretch far enough. New South Wales lists inflexible training subsidies among its named workforce challenges.

What is the sector asking government to do?

Something narrower than most readers assume.

Qldwater’s Water Skills Partnership has led the national case, and a joint statement went to the Minister for Skills and Training signed by qldwater, WIOA, the NSW Water Directorate and Water Research Australia. The ask is for a commissioned and funded national feasibility study into a water industry apprenticeship. Not an implemented apprenticeship. A study to test whether the model stacks up.

Qldwater has been explicit that this is not about replacing traineeships. Its own 2024 recommendation is to reposition Certificate III as a formal three-year apprenticeship while keeping the traineeship pathway running alongside it.

There is a precedent, and it is recent. Agriculture ran exactly this process. Skills Insight delivered an Ag Trade Apprenticeship feasibility report, approved for publication in mid-2024 and by August 2025, the National Farmers’ Federation confirmed the concept phase was complete and the work had moved into product development on a nationally recognised qualification. Whatever water’s outcome, the route from feasibility study to trade qualification is not theoretical.

Two other processes are running in parallel. New South Wales published its Competency Benchmark for Local Water Utility Operators in July 2025, revised it in August 2025, and formed an advisory panel in November 2025 to support implementation through Phase 3 of the Town Water Risk Reduction Program. Nationally, the Productivity Commission’s fourth National Water Reform inquiry is due to hand its final report to the Australian Government by 4 September 2026, with a brief that includes how to promote a more sustainable water service industry.

No government has agreed to anything on the apprenticeship question.

What should utilities do while this sits with government?

Assume the reform is years away, if it lands at all. Then plan as though it will not.

Recruit for aptitude, not ready-now credentials. The pool of qualified operators is not big enough to hire from, and holding out for the perfect resume is how a vacancy runs past 12 months. Queensland recorded plant operator roles unfilled beyond four months, with several open more than two years. Hire for mechanical aptitude, safety discipline and the temperament to be on call, then train.

Build internal progression from networks into treatment. Someone already working your network has site knowledge, a safety record and community roots. Moving them across is a shorter path than external recruitment, and it is the succession planning both state surveys flag as missing.

Treat training spend as asset protection rather than overhead. If a treatment plant’s compliance depends on one person’s undocumented knowledge, that is an asset risk sitting in a payroll line.

Be honest about who you are competing with. Energy, transport and construction are chasing the same practical, safety-cleared, licence-holding people, and several of those sectors can offer a trade ticket. That is the recruitment conversation as it actually exists.

Is water operations worth considering as a career?

If you are weighing it up, the absence of a trade label understates the job.

The qualifications are real and nationally recognised. Certificate III in Water Industry Operations is the sector benchmark and is increasingly treated as the standard entry requirement for operational roles. Certificate IV and the Diploma sit above it, and progression into supervision, plant management and network coordination is well trodden. In Queensland, a considerable share of operations supervisors hold Certificate III as their qualification.

The work is essential, technical and unlikely to disappear. Capital programs across the sector are locked in through economic-regulatory determinations, which means funded work with committed timelines rather than speculative pipeline.

One genuine barrier worth knowing about: in most cases you need to be employed in the industry to access National Water Training Package training. qldwater has recommended removing that requirement. Until it changes, the way in is usually a traineeship with a council or utility rather than studying first and applying later.
