- HumeLink isn’t an outlier. It’s a template. The same workforce pattern – early-stage approvals and design, mid-stage construction management and HV engineering, late-stage commissioning and energisation – will repeat across the 12 actionable transmission projects AEMO has flagged in the 2024 ISP and the roughly 10,000km of new lines the NEM needs by 2050.
- The hardest roles to fill on HumeLink are the same hardest roles to fill on Marinus Link, VNI West, Energy Connect, the New England REZ, Sydney Ring South and every project queued behind them. Anyone placing a T&D hiring strategy in isolation is mis-sizing the problem.
- Across Talesca’s senior T&D placements over the last 12-18 months, a meaningful share of candidates didn’t come from T&D at all. They came from oil and gas, mining, water utilities and interstate networks. That mobility pattern is a feature of the next decade, not a one-off.
- For hiring managers: brief on the role HumeLink is filling today, not the role you needed to fill 3 years ago. For candidates: the projects after HumeLink are the ones that will define careers from 2028 to 2035.
Why HumeLink matters beyond HumeLink
HumeLink moved into major construction in September 2025. Transgrid has begun installation of 365km of new 500kV transmission lines connecting Wagga Wagga, Maragle and Bannaby, along with 835 transmission towers built from 52,610 tonnes of steel. The AER approved $4.57 billion in revenue for the project in August 2024, and Transgrid awarded $2.9 billion in construction contracts to two Tier 1 delivery joint ventures: ACCIONA and GenusPlus Group for HumeLink East, and UGL and CPB Contractors for HumeLink West. The project will create around 1,800 jobs including 1,600 construction roles, and is expected to be completed in late 2027.
Those numbers matter. But they matter less than the pattern.
HumeLink is one of 12 actionable transmission projects identified in AEMO’s 2024 Integrated Systems Plan, which itself is part of a longer pipeline. The Optimal Development Path calls for around 10,000km of new transmission projects by 20250, and around 5,000km of that is already underway. EnergyConnect is in delivery. VNI West is progressing. Marinus Link Stage 1 is committed and Stage 2 is actionable. Sydney Ring South, QNI Connect, the New England REZ network infrastructure and the Hunter-Central Coast REZ are now on the actionable list. Behind them sits a longer queue of future ISP projects and jurisdictional schemes.
HumeLink is the project getting public attention right now. The workforce patterns it’s surfacing – what gets hired, when, from where – are the patterns the rest of the pipeline will repeat.
The three-phase workforce that every major T&D project needs
Look at HumeLink as a sequence rather than a single hiring event, and the shape becomes clearer. Most large transmission projects move through 3x overlapping workforce phases, each with its own talent profile.
Phase one – approvals, design and pre-construction
This phase is dominated by planning, environmental approvals, route selection, easement acquisition, detailed design and long-lead procurement. The roles you’re hiring for are:
- owner’s engineer
- project director
- stakeholder and community engagement
- environmental and approvals lead
- lines and substation design engineers
- procurement specialists for transformers, conductors and steel
HumeLink moved through this phase over roughly 2020-2024. The pattern that is surfaced – and that’s now visible on Marinus, VNI West and the REZ projects – is that the people who run this phase well are not always the people who run construction well. Hiring managers who treat early-phase roles as “PM” generalist positions tend to under-resource the approvals and stakeholder layer, which is where most transmission programs lose time.
Phase two – construction management and HV engineering
Once contracts are awarded and major works start, the workforce profile shifts:
- Project directors and senior project managers from the EPC side
- Construction managers running multiple work fronts
- Substation design and primary plant engineers
- HV protection and control engineers
- Project controls
- Contracts management
- Safety and environmental site leadership
This is the largest workforce phase by headcount and the most competitive.
HumeLink is in this phase now, and the 4x worker accommodation camps now operating at Adjungbilly, Kunama, Tarcutta and Yass are a physical expression of how compressed the construction workforce demand has become. The facilities are set up to house up to 1,200 workers during construction. That’s HumeLink alone.
Phase three – commissioning, energisation and handover
The final phase is the one that’s currently the hardest to staff anywhere in Australia:
- Commissioning engineers and managers with genuine high-voltage switching and energisation experience
- SAP (Senior Authorised Person) authority across asset owners
- Asset handover and operations interface specialists
- Reliability and protection settings engineers
There’s no shortcut into this experience. It takes years of supervised exposure on live assets, and the cohort with deep credentials is small, well-networked and in active conversation with multiple projects at once.
